EXECUTIVE BOARD MEETING

January 14, 2010

The meeting was called to order by President Aileen Colon at 6:00 pm. The members of the Executive Board present were: Vice President Terence Endersen, Marvin Jones, Jim Lazarus, Secretary Jeff Miller, Treasurer Robert O'Connor, Mike Ruehle, and Christopher Van Horn. Executive Board members Adam Hattan, John Forstrom, and Erik Spence were absent. Twelve additional BSRA members and visitors were present.

The meeting agenda was approved. The minutes of the December 10 meeting were approved.

Lt. Rosenthal from the LBPD spoke briefly; he said there were no neighborhood crimes to report.

Treasurer Robert O'Connor reported our checking account balance is $4,309.09.

Christopher Van Horn announced the Beach Committee will meet with Councilmember DeLong at his field office on January 21. The issue of parking in the beach lots was discussed, in light of additional pressure on parking due to kite surfing, the dog beach, etc. on Ocean Blvd. and adjacent side streets. There is concern about beach patrons parking for free on residential streets instead of the beach lots, because the beach lots are metered. DeLong aide Julie Maleki proposed the option of "bagging" meters in the beach lots for a pilot period of free parking to see if that helped the situation. A motion by Mike Ruehle, seconded by Marvin Jones, was approved unanimously, directing Vice President Terence Endersen, who is a member of the Beach Committee, to discuss the issue with Councilmember DeLong and request a trial period of free parking at the beach lots and report to the Board at the next meeting.

Vice President Terence Endersen reported these items from the December 17 meeting of the Parking Commission: There was not a quorum present, so no actions were taken. Items discussed were tree and hedge trimming, a trial of a solar-powered recyclable trash compactor at Second Street and Argonne Ave, and multiple-station parking meters.

In the absence of BSBA representative Nancy Buchanan, President Aileen Colon announced the BSBA Chocolate Festival scheduled for February 6, 2010.

Julie Maleki from Third District Councilman Gary Delong's office announced the placement of "no smoking" signs along Alamitos Bay and additional signage for Dog Beach. She noted that lifeguards can now write tickets for infractions, such as smoking violations and Dog Beach violations. She noted four citations have been issued recently for dog-related violations. Sidewalk repairs are planned within two months at the following locations: Livingston from St. Joseph Avenue east to the alley, a 50 foot section of Nieto Avenue north of 1st Street (near 104 to 106 Nieto), and Granada Avenue between 1st & Division (mid block near 109 Granada). A proposal is being considered for traffic calming on Livingston, which would remove the third westbound lane on Livingston from Quincy to Miramar and add bicycle lanes in both directions.

Mike Ruehle noted that no action has been taken to fill the vacancy on the Parking Commission for a resident representative.

Secretary Jeff Miller suggested sending an email notice to the membership of the upcoming Colorado Lagoon meeting and the city's survey for selection of a new Police Chief; a motion was approved unanimously to send the correspondence.

Mike Ruehle noted two new applications in Naples for a full liquor license: Naples Deli and K.C. Branaghan's Irish Pub. Marvin Jones stated a concern about party buses creating disturbances in the residential neighborhood.

The meeting was adjourned at 7:10 pm.
